The Ibero-American Network of Climate Change Offices (Red Iberoamericana de Oficinas de Cambio
Climático, RIOCC) was created in 2004, supported by the Ibero-American Conference of Nations.
Climate Change Offices from 21 countries are members of RIOCC: Argentina, Bolivia, Brazil, Chile,
Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico,
Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Uruguay and Venezuela.
RIOCC is a cooperative structure that facilitates both North–South and South–South
collaboration. Its objective is to promote a permanent dialogue on climate change for a better
understanding of the priorities, needs and gaps in the region. The working program establishes, among
other things, activities on impacts and adaptation to climate change.

The PIACC (Plan Iberoamericano de Vulnerabilidad, Impactos y Adaptación al Cambio
Climático; Ibero-American Programme on Adaptation to Climate Change) is the framework where
RIOCC initiatives and activities on impacts, vulnerability and adaptation to climate change are
planned and implemented.
RIOCC has provided a paper describing PIACC’s objectives and activities that support the
work areas of the Nairobi work programme.
They also provide information on a range of pledges for future actions that will contribute to
implementing the Nairobi work programme objectives.
The objectives of RIOCC and associated action pledges complement the following areas of work:

- Climate modelling, scenarios and downscaling
- Climate related risks and extreme events
- Adaptation planning and practices
