At SBI 34 (June 2011), Parties agreed to continue considering this matter at SBI
35, on basis of the draft decision text contained in the report of SBI 32,
annex IV, taking into account relevant decisions adopted by the COP
at its sixteenth session, with a view to recommending a draft decision for adoption
by the COP. The Parties also took note of the progress made in the
implementation of the interim actions referred to in the SBI 33 conclusions
(FCCC/SBI/2010/27, paragraphs

30 November-4 December
At SBI 33, 30 November-4 December 2010, Parties agreed to continue considering this
matter at its thirty-fourth session on the basis of the draft decision text annexed to
the report of the SBI at its thirty-second session,
taking into account any relevant decisions adopted by the Conference of Parties (COP) at
its sixteenth session, with a view to recommending a draft decision for adoption by the
COP. The SBI also agreed on interim activities for addressing the adverse
effects of climate change. Please see the report of the
SBI at its thirty-third session (paragraphs 79-90).
31 May-9 June
At SBI 32, 31 May-9 June 2010, the SBI took note of the draft decision text prepared
following the request by the SBI referred to in
the report of the SBI at its thirty-first session (paragraph 39). The SBI
agreed to continue its consideration of this matter at its thirty-third session, based on
the draft decision text contained in annex of the
draft conclusions proposed by the Chair, with a view to recommending a
draft decision for adoption by the Conference of the Parties at its sixteenth
session. Please see the report of the SBI at its thirty-second session (paragraph 70).

8-12 December
At SBI 31, the SBI again took note of views of Parties on the status of implementation of
Art. 4.8 and decisions 5/CP.7 and 1/CP.10, and requested its Chair to continue developing
a draft decision text, based on all the documents issued to date under the Buenos Aires
programme of work on adaptation and response measures, with a view to adopting it at COP
16. The SBI welcomed the information and advise emerging from the implementation of
the first phase of the Nairobi work programme, which was provided by the SBSTA to the SBI at SB 29,
and agreed to consider this information and advice, as appropriate, in the further
implementation of decision 1/CP.10 (See draft conclusions proposed by the Chair). The draft decision text
will take into account the following inputs:
- Submission contained in FCCC/SBI/2008/MISC.4, FCCC/SBI/2008/MISC.9 and Add.1,
FCCC/SBI/2008/MISC.10 and FCCC/SBI/2008/MISC.11/Rev.1

1 - 10 June
At SB 30, the SBI noted the views of Parties on the Status of
implementation of Article 4, paragraph 8, of the Convention, decision 5/CP.7 and decision
1/CP.10. See SBI Report FCCC/SBI/2009/8
(paragraphs 40-47). The SBI acknowledged that further work is needed. In this
regard, the SBI requested its chair to prepare a draft decision text on further actions
(taking into account the draft text that was previously prepared at COP 14 and provided
in Annex 1 of the draft conclusions) based on the following:

1-12 December
At COP 14 in Poznan, Parties considered the submissions on the Status of
implementation of Article 4, paragraph 8, of the Convention, decision 5/CP.7 and decision
1/CP.10 (FCCC/SBI/2008/MISC.9 and FCCC/SBI/2008/MISC.9/Add.1). Submissions were received from 4
Parties and 4 relevant organizations.
These submissions fed into an assessment of work on the adverse effects of climate
change (and the impacts of the implementation of response measures). Terms of
reference for the assessment are in the SBSTA 28 Report, Annex III, FCCC/SBI/2008/8). A round table
in Poznan considered the outcome of the assessment, which provided Parties with a
clearer picture of gaps and needs in order to feed into the decision making progress.
Three inputs were received from organizations related to their activities in the context
of Decision 1/CP.10:
Also received was the Progress on the implementation of decision 1/CP.10. Submission from
Antigua and Barbuda on behalf of the Group of 77 and China (FCCC/SBI/2008/MISC.10).
2 - 13 June
At SB 28, 2008, Parties adopted conclusions on Progress on the
implementation of decisions 1/CP.10. Parties agreed on a set of
specific activities up to COP 14 (December 2008) in Poznan, Poland to
address the adverse effects of climate change, article 4.8, decisions 5/CP.7 and 1/CP.10.

Terms of Reference attached to the report (Annex III) explain how Parties will assess the
status of the implementation of adaptation action by inviting Parties and relevant
organizations to provide submissions that will feed into an assessment of work on the
adverse effects of climate change (and the impacts of the implementation of response
measures). A round table in Poznan will consider the outcome of the assessment, which
will provide Parties with a clearer picture of gaps and needs and help identify future
action which will feed into the decision making progress by COP at its 14th session.
During SB 28 consideration was taken of the submissions provided by Parties (by
21 March 2008) on the status of implementation of Article 4.8 and decisions 5/CP.7
and 1/CP.10. These views were compiled in document FCCC/SBI/2008/MISC.4
29 - 30 May
An informal
pre-sessional meeting on progress on the implementation of decision 1/CP.10 was held
in Bonn, which helped feed into talks by the Subsidiary Body for Implementation at SB 28
in Bonn, June 2008.

3 - 14 December
At COP 13, Parties continued to consider progress on the implementation of decision 1/CP.10. They requested the
Chair of the SBI to convene an informal meeting prior to the June 2008 session
to consider further actions, including in the areas of:
- Financial resources
- Vulnerability and adaptation assessments
- Adaptation planning and implementation
- Risk management and risk reduction
- Regional collaboration and cross-cutting issues
- Capacity-building, education, training and public awareness
- Data, systematic observation and monitoring
Parties also agreed to initiate consideration of the status of implementation of
Article 4.8 and decisions 5/CP.7 and 1/CP.10 and invited views on that matter by 21
March 2008.

7 - 18 May
At SBI 26, Parties considered the implementation of decision
1/CP.10 and the outcomes of the regional adaptation workshops and expert
meeting.

The SBI agreed to continue its deliberations on this matter at SBI 27, taking into
consideration the outcomes of the regional workshops, expert meeting and the possible
elements included in annex
III of document FCCC/SBI/2007/15, with a view to considering what further actions
may be required by COP 13.
