UNFCCC side event on Current knowledge, expertise and potential support to the work programme on
loss and damage under the Cancun Adaptation Framework

The secretariat organized a side event at SBI 34, under the guidance of the Chair of the
Subsidiary Body for Implementation (SBI), in order to provide an opportunity to inform Parties on the
state of current knowledge, expertise and potential for support from relevant organizations to
address loss and damage associated with climate change impacts.

Background
|
|
|
The Conference of Parties (COP) in its decision 1/CP.16 established the
Cancun Adaptation Framework with the objective of enhancing
action on adaptation. It further decided to establish a work programme in order to consider
approaches to address loss and damage associated with climate change impacts in developing countries
that are particularly vulnerable to the adverse effects of climate change.
The COP, by the same decision, requested the SBI to agree on activities to be undertaken under the
work programme and to make recommendations on loss and damage to the COP for its consideration at COP
18.
The COP invited Parties and relevant organizations to submit to the secretariat views and information
on elements to be included in the work programme, including the following (decision 1/CP.16, paragraph
28):
- Possible development of a climate risk insurance facility to address impacts associated
with severe weather events;
- Options for risk management and reduction, risk sharing and transfer mechanisms such as
insurance, including options for micro-insurance, and resilience-building, including through economic
diversification;
- Approaches for addressing rehabilitation measures associated with slow onset events;
- Engagement of stakeholders with relevant specialized expertise.

Overview of submissions
|
|
|
In response to the invitation by the COP, 22 Parties
and 19 organizations (IGOs and NGOs) provided inputs, containing:
- Valuable information and knowledge arising from the ongoing approaches to climate-related risk
reduction and management;
- Technical views on alternative and innovative ways to transfer loss and damage from residual
risks;
- Concrete offers of support to the implementation of the work programme.
Following the request by the COP, the secretariat prepared a
synthesis report based on the inputs provided by Parties and organization (decision 1/CP.16
paragraph 29).
The submissions confirmed that considerable activity already exists that needs to be taken into
account in designing the new work programme. The UNFCCC side event was organized under the
guidance of the Chair of the SBI in order to provide an opportunity to inform Parties on the state
of current knowledge, expertise and potential for support from relevant organizations to address
loss and damage associated with climate change impacts.
