In 2009 and 2010, the climate change negotiations continued to address the urgent need to reduce emissions. In line with their leadership role, industrialized countries committed to implementing quantified economy-wide emissions targets for 2020. Developing countries agreed to craft Nationally Appropriate Mitigation Actions (NAMAs) that are in line with their national development objectives. Through NAMAs, developing countries aim to reduce their emissions below business as usual by 2020.

Participate in the Third round of Multilateral Assessment

The third round of multilateral assessment (MA) will be conducted at the forty-third session of the Subsidiary Body for Implementation (SBI) in Paris in 2015. The assessment process offers a unique opportunity to engage all countries to assess how developed countries are implementing actions to reduce emissions. The notification letter on the third round of MA was pdf-icon sent to national focal points on 25 August 2015 (2777 kB) .
Two developed countries, Belarus and Kazakhstan, will be assessed at SBI 43 of their progress towards achieving the economy-wide emission reduction targets. All countries will have the opportunity to raise and register questions to these Parties during the period 1–30 September 2015. To raise a question, please go to the individual Party page.

Questions should pertain to one of the following categories:
• All emissions and removals related to its quantified economy-wide emission reduction target;
• Assumptions, conditions and methodologies related to the attainment of its quantified economy-wide emission reduction target;
• Progress towards the achievement of its quantified economy-wide emission reduction target.
The answer period, which spans from 1 October to 27 November 2015, will be open to the two countries being multilaterally assessed. During the answer period, these countries will endeavour to respond to the submitted questions.
Responses will be made available on the UNFCCC website prior to SBI 43 in Paris.

Implementation Updates

Switzerland accepts Doha Amendment
Switzerland deposited its instrument of acceptance of the Doha amendment to the Kyoto Protocol on 28 August 2015. The amendment is expected to enter into force after three quarters of the Parties to the Protocol submit their instruments of acceptance to the Depositary. The United Nations is encouraging governments to speed up their ratification of the second commitment period of the Kyoto Protocol, the international emissions reduction treaty. To date, 42 Parties have accepted the extension and 144 are required to bring it into force.

Improving the lives of people without access to electricity is the motivation behind a new standard adopted by the CDM Executive Board at its 85th meeting. The Board also improved existing regulations governing water purification and clean cookstove projects under the CDM.

The opening of the Bonn Climate Change Conference - August 2015 was honoured by the presence of H.E. Ambassador Antonio Garcia Revilla on behalf of the COP 20/CMP 10 Presidency, and H.E. Ambassador Tubiana on behalf of the COP 21/CMP 11 incoming-Presidency. Both dignitaries encouraged Parties to work constructively to produce substantive outcomes for the COP 21/CMP 11 that will be held in Paris, France in November-December 2015.

The closing plenary of the ninth part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) was honored by the presence of H.E. Ambassador Voto-Bernales on behalf of the COP 20/CMP 10 Presidency and H.E. Ambassador Tubiana on behalf of the COP 21/CMP 11 incoming-Presidency. Both ambassadors addressed delegates, welcoming the progress made so far and encouraged them to work constructively with the Parties in view of developing substantive outcomes for the COP 21/CMP 11 that will be held in Paris, France, November-December 2015.
