Bonn Climate Change Conference - April 2018

Retreat of the Presiding Officers of the Subsidiary Bodies and the current and incoming Presidencies
On 22 and 23 January 2018, the Presidency, incoming-Presidency of COP 24 and the Presiding Officers of the subsidiary bodies met in Bonn with the secretariat to continue the established tradition of developing a coordinated and coherent approach to facilitating the work of the Bodies for a successful outcome in Katowice. The Presidency (Fiji) was represented by Ambassador Nazhat Shameem Khan (Chief Negotiator for COP 23), Minister Inia Seruiratu, (High-level Champion for COP 23), and Ambassador Deo Saran (Climate Ambassador for COP 23). The incoming-Presidency (Poland) was represented by Ms. Konstancja Piatkowska (National Focal Point) and Mr. Tomasz Chruszczow (Special Envoy for Climate Change and High-level Champion for COP 24). They were joined by the newly elected Chairs of the SBSTA and the SBI, Mr. Paul Watkinson (France) and Mr. Emmanuel Dumisani Dlamini (Swaziland), and the Co-Chairs of the APA, Ms. Sarah Baashan (Saudi Arabia) and Ms. Jo Tyndall (New Zealand).

During the retreat, the Fiji Presidency provided an update on preparations for the Talanoa Dialogue. In addition, the Presiding Officers reflected on the outcomes of COP 23 and brainstormed on the expectations and objectives in Katowice. They also engaged in in-depth discussion on the Paris Agreement work programme, including the inter-linkages across issues addressed by different bodies and on other elements of the 2018 outcome.

The Presiding Officers began initial planning for 2018, including preparations and expectations for the upcoming April/May sessions.

The Presiding Officers will continue to meet regularly to strengthen their collaboration in the lead up to COP 24. They have agreed to meet prior to the upcoming April/May sessions, in addition to coordinating informally on the margins of other meetings.

Implementation Updates

Venezuela (Bolivarian Republic of) ratifies the Doha Amendment
Venezuela (Bolivarian Republic of) deposited itsinstrument of acceptance of the Doha Amendment to the Kyoto Protocol on 1 March 2018. The amendment is expected to enter into force after three quarters of the Parties to the Protocol submit their instruments of acceptance to the Depositary. The United Nations is encouraging governments to speed up their ratification of the second commitment period of the Kyoto Protocol, the international emissions reduction treaty. To date, 110 Parties have accepted the extension and 144 are required to bring it into force.
